What does it fund?
The BID voters decide which projects will benefit them most. A Business Plan is prepared to reflect those priorities.
The BID levy does not fund services which are already provided by the local authority - these are set out in a baseline service agreement between Torbay Town Centres Company and Torbay Council.
Town Centres BID schemes share similar objectives and therefore tend to address similar programmes: access, appearance, security, marketing and relationships with key stake holders and influencers.
The specific projects may include:
- market research - to find out what is happening in the town and what it needs
- improved signage, town guides and maps
- complimentary buses, improved parking facilities and parking holidays
- improved cleaning and grafitti removal, street furniture and planting/floral displays
- streetlighting, shopNET, security wardens/patrols, personnel and cctv, police teams
- advertising, newsletters/leaflets, website, promotions, events, festivals, loyalty/discount cards, gift vouchers
- regular meetings with local authority, police and business groups
